Erin West
President
Erin West is a globally recognized speaker and educator specializing in transnational organized crime, with a focus on the criminal investigation and prosecution of cryptocurrency-related cases. Recently retired after 26 years as a Deputy District Attorney in Santa Clara County, California, Erin spent the last eight years of her career assigned to the REACT High-Tech Task Force, renowned for its arrests and prosecutions of SIM-swappers and successful cryptocurrency recoveries.
As the founder and leader of the Crypto Coalition, an international network of nearly 2,000 law enforcement agents focused on cryptocurrency investigations, Erin has played a pivotal role in advancing global collaboration in combating digital crimes. Following her retirement, she launched Operation Shamrock, a groundbreaking non-profit organization dedicated to uniting law enforcement, private industry, and cross-border stakeholders in the fight against transnational organized crime originating in Southeast Asia.
Erin’s leadership, innovation, and passion for justice continue to make her a driving force in the global effort to dismantle criminal enterprises and protect communities worldwide.

Hailey Windham
Secretary
Hailey Windham, CFCS, is the Brand Ambassador for Mission Omega and host of the Banking on Fraudology podcast, where she shares industry insights and fraud prevention strategies.
Within the Anti-Fraud Community, Hailey is widely recognized as a beacon of advocacy and action, tirelessly promoting fraud awareness and supporting fraud fighters across the financial sector. Her unwavering dedication to fraud prevention underscores the critical importance of anti-fraud initiatives in safeguarding our communities.
A 2023 Credit Union Rockstar, Hailey's passion for fraud prevention knows no bounds. Through her initiatives, Hailey has cultivated strong partnerships with banking and law enforcement communities, resulting in numerous success stories.
In addition to her work with Mission Omega, Hailey is a Board Member and Lead for the Banking Team at Operation Shamrock, an initiative dedicated to combating pig butchering scams and enhancing fraud prevention efforts. She drives initiatives that support financial institutions in identifying, mitigating, and preventing scam-related threats through education, industry partnerships, victim advocacy, and solution-driven strategies.
Hailey’s relentless commitment to fraud prevention, industry collaboration, and consumer protection continues to shape the future of fraud mitigation in financial services.

Steve Fein
Treasurer
Steve recently retired after almost 30 years as a prosecutor at the Santa Clara County District Attorney’s Office. Throughout his career, Steve served in various leadership roles, including supervising the Sexual Assaults Unit and the Juvenile Wards Unit.
For a decade, he prosecuted some of the most complex and heinous sexual assault cases in the office, seeking justice for victims. In addition to his work on sexual assault cases, Steve also handled homicides, violent felonies, domestic violence, and fraud cases. Steve dedicated his career to helping victims and holding perpetrators accountable.
After retiring, he joined Operation Shamrock to continue his mission of supporting victims and bringing wrongdoers to justice.

Matt O'Neill
Board Member
Matt O’Neill recently retired from the U.S. Secret Service as the Managing Director of Cyber Operations where he led the Secret Service’s global cyber investigative operations, digital forensics, mobile wireless tracking, and critical systems protection portfolio.. He received his B.S. from James Madison University in 1997. Mr. O’Neill started his career with the USSS in 1998 in New Haven, CT. As a case agent, O'Neill led scores of investigations focused on the world's most prolific hackers. Mr. O'Neill was particularly skilled at creating personas to lure hackers from around the world into the United States to be prosecuted.
Mr. O'Neill developed and created the agency’s Global Investigative Operations Center (GIOC) as a centralized fusion center for agency investigative operations. From 2020-2022, O’Neill directed the agency’s Asset Forfeiture Branch, which seized over $2B in illicit proceeds during his tenure.
Matt O’Neill was the recipient of the U.S. Secret Service’s Special Agent of the Year Award, the Department of Homeland Security’s Gold and Silver Medals, and numerous other awards for his investigative and leadership efforts. Mr. O'Neill retired as one of the most decorated Agents in the history of the United States Secret Service.
Mr. O'Neill is the Co-Founder of 5OH Consulting LLC.

Jacob Sims
Board Member
Jacob Sims is a board member at Operation Shamrock and also serves as our Executive Vice President for International Programs and Government Affairs. Adjacent to his responsibilities at Shamrock, Jake also works as a columnist for The Diplomat; a visiting expert on transnational crime at the U.S. Institute of Peace; and in formal advisory roles to other leading organizations and government agencies combatting the trafficking-transnational cybercrime nexus.
Sims previously served in country (Cambodia), regional (APAC), and global leadership roles at International Justice Mission, led policy research at the College of William & Mary, and conducted human rights research in northern Myanmar. Sims’ analysis features regularly in major media outlets and global thought leadership forums where he is drawn upon as a leading expert voice on human rights abuses, transnational crime, and other emerging non-traditional security threats.
